Dionne Quan

Dionne Quan (born c. 1978) is an American voice actress, most well known as the voice of Kimi Finster, a character from the cartoon television show Rugrats and All Grown Up!. The Kimi character was first introduced in the second Rugrats movie, Rugrats in Paris.
Quan was born in Benicia, California to Lori and Daryl Quan around 1978. She is legally blind, having been born with optic hyperplasia. Her acting scripts are written in Braille for her. She obtained her first voice work at the age of 14 for television commercials.
She was selected out of 620 actresses who auditioned for the part of Kimi Finster. She is the youngest actor in the cast. She also has a regular role on The Fairly OddParents (as Trixie Tang). She moved to Los Angeles in 2001. In 2005, she starred as Yasmin in a show for 4Kids Entertainment called Bratz.
Quan has also voiced a one-time character on The Simpsons, playing a Chinese counterpart of Agnes Skinner.
More recently, she was on Disney Chanel's Shorty McShorts' Shorts on Dudley and Nester Do Nothing as the Kodama Twins.
