Frank Deluca (b. April 1, 1898, d. May 1967) was an Italian-American mobster who, along with his brother Joseph, controlled the smuggling and distribution of narcotics in Kansas City, Missouri for almost four decades.
Born Francesco DeLuca in Sicily, Deluca immigrated to the United States with his brother Joseph eventually arriving in the Midwest by the late 1920s. With his brother, the two were involved with Joseph DiGiovanni in smuggling and narcotics. Deluca would eventually be listed in several federal agencies including the US Narcotics, Alcohol, and Tobacco Unit, the Internal Revenue Service, Immigration and Naturalization Service, Justice Department and local law enforcement officials after several arrests regarding concealed weapons charges, violating the Alien Registration Act and his reported involvement in murder for hire. During the Kefauver hearings, Deluca and his brother were named as two of the "Five Iron Men" of Kansas City in 1952.
