I am not opposed to some fictional characters appearing in wikipedia (Sherlock Holmes / Yossarian etc.), but this is an article about a fictional character within a fictional television programme. - Keep there are loads of articles on Simpsons characters, including many more obscure than this one. Radioactive Man has been part of the show pretty much since the very beginning and has been referenced countless times. He's also had action figures and a real-life comic book series since 1994. Therefore, it achieves some level of notability. If this were a one-off character, it would only be appropriate to feature in the relevant season guide section.
