This is public domain! Why? Because District Of Columbia isn't US state. This is federal district. All works United States Federal Government is public domain. -- Starscream 02:07, 12 September 2006 (UTC)

Actually, that rule specifically excludes works of the District of Columbia. The seal is PD because the design is 137 years old. -- Monack 20:09, 12 May 2008 (UTC)
