A cardinal who is not a bishop (now rare as noted), is still eligible to become a Cardinal Bishop - but he would be required to receive episcopal consecration at that time. (This situation has not occurred since the 1962 change.)
Could or should this article (and Cardinal Priest and Cardinal Deacon) be merged into Cardinal (Catholicism)? Gimmetrow 13:34, 17 August 2006 (UTC)
