I Wonder If Heaven Got a Ghetto was a posthumous single by 2Pac. It is on his album R U Still Down? (Remember Me), and is based on his death. It was originally a B-Side to "Keep Ya Head Up" single.
There are also two versions of this 2pac song on "R U Still Down? (Remember Me)" album, one is the regular remix version, and the other one is a "hip-hop remix version."
In I Wonder If Heaven Got a Ghetto, the third verse is a mixture of the first half of the second verse in Changes and the second half of the third verse is the first half of the first verse in Changes.

The video was filmed after Tupac's death. It is supposed to be about Tupac following the tragic shooting in Las Vegas. The video is filmed as if you were looking though Tupac's eyes. The video begins from Tupac's eye view as he is walking ( after being shot ) to the nun's house/clinic in Rukahs, New Mexico. Reverting 'rukahs' ones get 'Shakur', leading many to believe that Tupac is hiding out in New Mexico.
